How Much of the Ocean Is Unexplored?
You have read that ninety-five percent of the ocean is unexplored. The figure gets repeated everywhere and it is doing something slippery, because "explored" is not a measurable quantity and nobody agrees what would count.
Here is a number that means something. As of 2026, 28.7 percent of the ocean floor has been mapped to modern standards, according to the Nippon Foundation-GEBCO Seabed 2030 project. That is measured, it is tracked year on year, and almost five million square kilometres were added in the last twelve months.
Mapped is a low bar
Mapped means somebody has run acoustic survey over it and recorded depth at usable resolution. It does not mean anyone looked.
Bathymetry gives you shape. It tells you a ridge is there, how tall it is and roughly what the substrate looks like from backscatter intensity. It tells you nothing about what lives on it. Visual or physical survey of the deep seabed covers a fraction of a percent of the area that has been mapped acoustically, and the sampled sites cluster heavily around places research vessels already go.
So the honest position is that we have partial shape data for under a third of the seafloor and direct observation of a rounding error.
Where the coverage is
Distribution is deeply uneven, and the pattern follows money rather than scientific interest.
Continental shelves in wealthy countries are well surveyed, because ports need charts and offshore industry needs site data. The North Sea is mapped in detail that abyssal plains will not see this century. Cable and pipeline routes are surveyed as narrow, high-resolution corridors running across otherwise blank ocean.
The gaps are the deep Southern Ocean, large parts of the Arctic where ice restricts access, and the vast abyssal plains that nobody has a commercial reason to visit.
Why it is slow
Ship time. That is the whole answer.
Multibeam survey needs a vessel on station moving at survey speed. Swath width scales with depth, so deep water covers faster per line, but the ocean is enormous and vessel day rates are not falling. A significant share of Seabed 2030's incoming data is commercial survey released after its proprietary value expires, which tells you where the capacity actually sits.
Uncrewed surface vessels are beginning to shift the arithmetic. Removing the crew removes most of the cost of keeping a hull at sea for weeks.
What the satellite map already gives us
There is a global bathymetric grid covering the entire ocean, and most of it is inference. Satellite altimetry measures sea surface height precisely enough to detect the few-centimetre bulge that a seamount's gravity raises above it, and seabed shape gets derived from that.
Resolution is on the order of kilometres. Good enough to find major seamounts, useless for anything smaller. It is why the coverage figures and the "we have a map of the whole ocean" claims can both be true and describe different things.
What the gap costs
Tsunami modelling depends on bathymetry, because seabed shape determines how a wave propagates and where it concentrates. Currents and heat transport interact with terrain. Cables get laid across ground nobody has looked at, and the first survey a route gets is often the one commissioned to build it.
Deep-sea mining makes this pointed. The International Seabed Authority has been working through the mining code, with the Council completing regulations 56 to 107 during its thirtieth session in July 2025, while around forty states support a moratorium. Some of the seabed under discussion has never been visually surveyed. Environmental baselines are being argued about for places where the baseline does not exist yet.
The framing that helps
Comparisons to Mars mapping get trotted out constantly, and they are not quite fair. Radar and optical instruments see a planetary surface from orbit through a thin atmosphere. Seawater blocks every one of those methods, which leaves sound, and sound requires being there.
That is the constraint. Not indifference and not funding alone, though funding is real. The ocean is opaque to everything except acoustics, and acoustics means a ship.
