Nine research firms have published a current market size for ROVs. The smallest is 140 million dollars. The largest is 8.58 billion, a factor of sixty between analysts who all appear to be describing the same industry.1

The spread is a definition problem

Read the scope lines. The mystery evaporates.

Business Research Insights counts underwater ROVs narrowly and lands at 0.14 billion. Credence Research counts the offshore ROV market including services and lands at 8.578 billion, which is the same industry measured with a net sixty times wider. Mordor bundles AUVs in and gets 4.11 billion. Precedence counts underwater robotics whole and gets 6.70 billion.

Vehicle sales. Vehicle sales plus spares. Or the full value of ROV services delivered offshore, vessel time and crew included. Three different quantities, and the largest is many times the smallest. Some reports say which they mean and several do not.

Growth rates behave much better

Here is the useful part. Ask those same nine firms how fast the market is growing and the answers converge sharply.

Same nine reports. Forecast windows run between 2030 and 2035 depending on the firm.

Everything lands between 6.89 and 14.60 percent, with most of it clustered between 10 and 12, which against a sixtyfold spread in level is close to unanimity.2 A threefold spread in growth rate against a sixtyfold spread in level.

That pattern makes sense. Sizing a market means agreeing where its edges are. Measuring growth means tracking the same companies year on year, and the edge cases wash out of a ratio.

So the defensible claim is directional. Roughly ten percent a year, and nobody credible says it is shrinking.

What is driving it

Offshore wind, mostly. The numbers behind it are firmer than the market sizing.

Global offshore wind has passed 45 GW installed, 20 GW of it added during 2023 alone, and more than 12,000 turbines now operate across 35 countries at over 450 farms either running or under construction.3

Every one of those foundations needs looking at. A single foundation may need two or three subsea inspections a year, and average missions per wind farm have doubled since 2019 to more than twenty annually.4

That is what separates wind from oil as a demand driver. An oil field is a small number of high-value interventions. A wind farm is a large number of routine inspections repeating forever across an installed base that keeps growing, which suits a different vehicle and a different commercial model entirely.

The share question

Everyone asks whether AUVs are taking over. The honest answer depends on where you draw the boundary.

On the narrowest offshore definition, ROVs hold 90.8 percent as of 2025. Widen it to underwater robotics and they sit at 62.1. Widen it again to all uncrewed underwater vehicles, which sweeps in military and research platforms nobody would call an inspection market, and ROVs fall to 56.7 percent.5

AUVs grow faster on every definition, at forecast rates between 9.54 and 15.6 percent. They are winning survey work. Repetitive coverage of ground is exactly what an autonomous vehicle is for.

They are not winning intervention. Intervention means touching things and deciding what to do next, and that still runs down a tether.

How to read a market report

Three questions settle most of it. What is in scope, vehicles or services? What is the base year, given a 2024 figure and a 2026 figure sit two years of compounding apart? And does the report separate ROVs from AUVs at all? A surprising number do not.

Answer those three and the sixtyfold spread mostly resolves. Different firms, different things measured, all of it disclosed in fine print nobody reads.
